Kill Cicero. Once you approach and attack him, the jester will jump up into fighting position. Kill Cicero by simply attacking him with whatever weapon you have. Cicero only has around 300 to 500 health points, and he only wields a knife as a weapon so it's fairly quick (and easy) to kill him.

Honestly both rewards are pretty inconsequential. I'd rather an enchant that always does something in favor of a 1% chance of instantly killing a target that will often activate when its not even helpful.
It always bugged me that Cicero seemed like a perfect candidate for the sacrifice in Boethiah's Calling but couldn't be used. That is because unfortunately someone at Bethesda made Cicero essential even after completing the Dark Brotherhood questline and him becoming your follower (if you let him live during Cure for Madness).

PC 4 years ago. If you let him live, you get a unique voiced (though annoying) Essential follower. If you kill him, you get his clothing, which has stronger enchantments than the normal Jester's Clothes set. The set has no armor, but the light weight of the chestpiece and Fortify Barter might make it useful.
